I think the point about "disappearing" is that it's about rendering gay people invisible to the point of powerlessness, on a basis of what-you-can't-see-doesn't-exist. A $166 fine isn't the real issue - the real issue is that those who need to speak will be punished, and those who need to hear will be stranded in isolation. Laws like these are put in place by people who hope that homosexuality can be made to literally go away - if necessary, by trying to stop people from realising that it's an option (ridiculous though that is, as it's something that people will figure out for themselves somehow if it's a part of their natural makeup). So arguably, the aim is indeed to make gay people disappear - maybe not into prisons in this day and age (though some countries do of course still do that), but simply to make them not happen any more.

I honestly don't think they're overstating their case...

simply to make them not happen any more*briefly resurfaces to add a comment from the inside* that's true. am too tired to read the whole of the NYTimes article to see what has filtered through, but the Russian original goes, like, 'propaganda of homosexuality, paedophilia, lesbianism, bi - and transgender'. which makes them all look like areas of one spectrum, with paedophilia being the present 'red rag' and a litmus word to test your social adequacy. goes like, 'you support gays? that means you approve of paedophiles? die in hell, then ( ... )
