1. Start with your base and sharpen it as necessary.
2. Duplicate the base twice. Set the first duplicate to screen, 50% and the second to soft light, 50%
3. Create a new layer, fill it with #0B1F39 and set to exclusion, 100%
4. Add this texture (all used here are by
colorfilter) on overlay, 100%
5. Then add this texture on screen, 100%
6. Duplicate your base and bring it to the top. Set it to soft light, 70%
7. Add this texture (modified from the original) and set to screen, 100%
8. Go to Layers > New Adjustment Layer > Hue/Saturation/Lightness. From the "Edit" dropdown menu, select "greens". Increase the saturation anywhere from +20 to +30.

9. Add this brush (I forgot who it's by. If you know, please tell me lol). Set its layer to burn, 68%

10. Add this brush (Also by someone unknown to me...) in black, at 64%
And you're done :)
