I'm creating a permissions post for Keima Katsuragi. Yes, Keima Katsuragi, the nerdy dating-simulator-gamer-or-bust nerd. Why do I need your permission for this?
[ What does it do? ]
His "power" is his expansive knowledge of video games, ero-games, gal-games, anime and anything really with the "nerd" (otaku) culture. Literally Keima is a walking compendium of otaku culture, with knowledge of the current up to date trends and phenomenon. If your character comes from an anime, video game, visual novel, ero-game, dating simulation or anything from otaku culture, Keima can figure out that your character is from said anime, video game, visual novel, etc. Keima could use his analytical abilities and gain information about your character's canon, your character's goals, potential skills and abilities or personality. For example, if your character has a personality archetype common in games or anime, he can realize it quickly and have this information whether or not your character wanted him to have it. He can be familiar with general aspects to the very specific details of your character and his/her canon because he very well might have played a game like that already.

Basically, Keima's character interaction can include a whole lot of metagaming that doesn't exist for your ordinary Mayfielder. This is essentially like mind reading, but he doesn't have to actually do any mind-reading since he could already know what you’re about and who you are.
tl;dr if your character is from otaku culture, Keima can 4th wall you.
[ What are you going to do with it? ]
What could he do with this knowledge? He will use it to further his own goals, of course, but his motives aren’t misaligned, so usually the results of his actions don't cause harm to those involved. And I intend to use this power for "teh lulz" anyway, so it's highly unlikely Keima will use a dark secret like your weakness to squirrels to end you or something.
[ What are the requirements? ]
Obviously Keima will not have any additional information on original characters or characters from Western shows like Dr. Who, Supernatural, Buffy the Vampire Slayer, Vampire Diaries, etc--unless they act in a unique manner associated with the otaku culture, and even then he can only infer so much since he’s not familiar with their canon.

I realize this can take the punch out of a lot of people, and that's why I want your permission on what Keima knows or can figure out.
I've broken up his potential knowledge of you into three levels.
1st Level: Neutral. You're just an ordinary person to him. Keima has a disdain for "the real," as in the real life and everything that's associated with it, so you will most likely be getting a whole lot of that, regardless of what canon your character hails from.
2nd Level: Casual. Keima's nerd sensors are going off around you. He can pick up on some traits but he won't know specifically who your character is and he will not know that you're a video game/anime character. Are you wearing twin tails and do you have a haughty princess attitude? That means you're probably tsundere, and Keima knows it. Are you a disgusting moe-blob? Keima thinks so, and while he'll fawn for the moe he'll be very aware of your natural tendency to be disgustingly cute.
3rd Level: Hardcore. Keima's figured you out for a video game/anime character. He is familiar with your canon. He might be familiar with your abilities, special quirks, your history, your goals and might even know what color underwear you prefer. But that's alright, because he might have a clue on how to kill the next magus/servant combo to win an over-glorified cup, or maybe know what is your favorite desser. It's not all bad, right?
By default Keima’s knowledge of your character will be at level 1. Keima will not recognize you as a character from your respective canon. If you would like Keima to know more about you post the level of knowledge Keima can have over you! I’ll ask if I ever get into huge 4th wall breaking / spoileriffic moments. Please indicate what level of knowledge you would like Keima to have of your character and how specific his knowledge can be. If you have questions or seek more clarity please let me know!
Note: Because Keima-mun does not have the impressive knowledge that Keima-muse has, Keima will not specifically know characters as intimate as, for example, Saber from Fate/Stay Night. He will recognize Saber as a servant to a person and they're in a game to win some precious artifact, but he will not be so specific to say that Saber is the servant of Shirou Emiya.

Update: 5/16/2011 - Regardless of which level of knowledge you'd like Keima to have about you, everyone's going to start off at level 1 unless/until there's a huge "tell" that makes Keima think you're unordinary. For example, he'll grow suspicious if you have not normal hair color, can fly, can cast magic, extremely tsun, etc.
