In Being Human canon, although ghosts can normally only be seen by other supernatural beings, Annie can become visible to other, normal folk. BUT if she gets hit by a big shock/something trauma-y/anything along those lines, she'd go back to being invisible.

Haku is a dragon river spirit, so yes! Very much a supernatural being.

Tony Foster is a wizard and can see ghosts no sweat.

Fenris it's hard to say. He's not supernatural (elf is just another race, where he's from, not innately magical) but he has so much magic rock stuffed under his skin that he's highly attuned to supernatural things. Maybe yes? XD

Yukio won't have any problems seeing her. Exorcists in his series all receive a wound from a demon as a rule, and that enables them to see demons (and presumably other supernatural beings) while other normal people just derp around totally clueless.

Tiffany is a witch and can see ghosts canonically.

Cindy might not be able to but there are ghosts in canon.

Hisoka, Wakaba and Genis can canonically see ghosts! The others (Fakir, Shahrazad, Mirka, Kanzaki Naoto, Ouka and Eles) p...robably can't.
