Base:


If your base isn't bright, use duplicated original, screen layers until it's very bright. 
I wanted mine even brighter, so I duplicated it and screened it on +20%.
Desaturate Screened, Flatten.

Selective Color:
Reds- -100, 0, +50, 0
Yellows- -100, 0, -100, 0
Cyans- -100, +100, 0, 0
Whites- +100, -65, +27, 0
Neutrals- +100, -20, -23, 0

New fill layer: 000315 Exlusion, 100%
New fill layer: DDE7FF Colorburn, 100%

New color balance// 31, -9, 33
Preserve Luminosity= Checked.

New LEVELS.
Channel= RGB// 38, 1.29, 241
Output levels: 0, 255

New CURVES.
Red: 109, 146
Green: 126, 149

New fill [EEF3FF] on MULTIPLY= 72%
Flatten Image.

Image>Adjustments>Brightness/Contrast
Contrast= +15

You're done.
