If you're interested, I have some ideas as to what might work well in a Water Tribe bento:
Seafood, needless to say; salmon and king crab (I see from your LJ profile that you're a Deadliest Catch fan) are two obvious possibilities native to the Arctic; two small sardines of contrasting color could be arranged to form a Yin/Yang symbol, alluding to the Moon and Ocean.
Kelp, wakame, nori, dulse--indeed, the whole roll call of sea vegetables.
Water chestnuts (a single whole one could be used to represent the Moon.)

A case could be made for the eggs as canon-kosher, if you believe that Aang is lacto-ovo and would've eaten the egg custard (see "The Great Divide.")
(Silken tofu and daikon radish are vegan substances that can be used as tintable plain white sculpting media.)
