Wikipedia link Once upon a time, God created the world (actually, he created another world, since he had been putting under his bed discarding unsuccessful ones for quite a while). Everything was going fine until one day Lucifer, his favorite angel, realized that no matter how hard he tried he would never be as good as him. Basically, Lucifer decided that being evil was more fun than living in his father's shadow anyway, and started a war in order to kill God and take over. From then on to the beginning of the series everything went more or less as told by the Bible; Lucifer lost and got himself kicked out of Heaven, he set up his home in Hell and proceeded to tempt and torture humankind for the next thousands of years.
During one of their visits to Earth, God told Lucifer of his plans of destroying the world. Lucifer complained about how he was always talking about destroying it but never actually did, so God proposed a bet: they would pick a human and decide based on his actions. Lucifer chose Bob Alman, a perverted, drunk factory worker from Detroit. Though he initially had no clue about what to do, in the end Bob managed to show enough kindness by having a talk with his daughter, making God reconsider but becoming his messenger on Earth in the process, meaning that he'd still have to carry out divine tasks from time to time and put up with Lucifer's attempts of ending the world.

✧ PERSONALITY:
As the embodiment of evil, Lucifer is as much of a smooth-talking liar as one would imagine the devil to be. Even his more heartfelt complains about God are actually a way of gaining people's sympathy, while he may talk about how unfair his situation is, in reality he enjoys his job and he spends a good deal of his time plotting against the world's moral integrity. Though he still is behind pretty much every major disaster that is not God's fault, after his failed attempt of invading Heaven he decided to try to be more subtle (or as he puts it "focusing on the small things")--from tempting Eve with the forbidden fruit to making his way into politics and religion, he'd rather see humanity ruin themselves with just a little help from his part. As it turns outs, he's actually responsible for a lot of inventions, or at least their evil uses; during the series he claims responsibility for the amount of sex on television, committees, the way airplane food is packed, among other things.
On the other hand, he has a codependent relationship with God that both of them refuse to admit. Lucifer is very needy, even childish, and he still seeks his father's approval after his fall. He acknowledges that without "good" his job is pretty much pointless and he goes as far as trying to replace God while he was on vacation with Bob, showing that a lot of his behavior is caused by a desire of recognition and/or pissing off God and that humans just happen to be unlucky enough to be on the receiving end. It can be assumed that Lucifer is still more or less in friendly terms with some, if not all, of the angels as well, since St. Peter is shown to like him enough to let him into Heaven.
Despite being terrible when it comes to actual relationships (and with women as a whole, in fact. While he has no problem with threatening and pushing men around, he has no idea about how to treat strong, independent women. More often than not, he ends up taking orders from them, sometimes out of outright fear), Lucifer is quite good at picking up and tempting people in various ways. He prefers those with good intentions rather than people who are already evil, unless he needs to get something done; he feels no need to spend time or effort on souls that are already heading to Hell.
✧ ABILITIES/POWERS:
Oh, boy. Since he is the devil, he has a lot of powers. He can shapeshift into almost anything, materialize and transform objects, control people through doll-like homunculi (though he won't be able to do this since he won't have access to them), teletransport, make himself audible/visible to one person at a time and grant wishes in exchange of a soul (another power he won't be having, since Promenade isn't connected to his Hell). The only exception to his creation powers is that he cannot use them for anything he considers nice, for example, the time he tried to make a sunflower he ended up with a man-eating plant.

Good night, ladies and gentlemen. It has come to my attention that we seem to be... trapped, so to speak, in this place. Now, while I can't send you home, there are some things I could do to make your stay more comfortable. I'm sure you are all familiar with the concept of a soul? Even if you aren't, don't worry. Let me tell you this: It's completely useless! You don't see it, you don't touch it, you can't even feel it. And I happen to posses the wonderful ability of granting wishes in exchange of one of those useless things. Doesn't it sound great? If you just take five minutes of your time to sign a contract, I'm sure we could make a deal.
✧ THIRD PERSON:
As he walked down the street, Lucifer smiled at a work well done. The place was not filthy or overridden with crime, it wasn't dark or specially creepy. His work was much more subtle, almost invisible, but there nonetheless. A man who cheated on his wife, a family that stole their cable signal, a kid who paid for the answers of tomorrow's test... it was even better when they didn't think of it as sinning, it meant they are less likely to stop. Just like God said, sometimes the little things counted the most. He was about to call it a day, maybe go back to Hell and torture some souls, when something caught his attention.

Watching the birds with a peace that only a man with all the time in the world could, God was sitting on the sidewalk across the street. He tried to remember if he had missed any appointment, any reason for his father to be there other than annoy him. Nothing came to mind, so he just ignored him and kept walking. Unsurprisingly enough, God kept appearing at the next sidewalk. It only got more annoying, soon enough the place was full of singing birds and people hugging each other and even a rainbow. Disgusting.
"No! No, no. This is my turf, we agreed! Remember? You can't just come here and begin to fix everything, God! You'll ruin the mood-"
