I came back to check if the election is over.

It's not.

Because there is still a FOUR WAY TIE (with one vote each) the vote has been extended to April 14th.

What, specifically, does the "owner" do that the "maintainers" do not do? What are his extra duties, responsibilities, and powers? That was never specified.
