What is the obsession of modern man with a universal legal code? Is this some plague started by Napolean that has yet to die? What is wrong with judging different people under different rules

The United States does the same thing. Different states have different laws, usually not by enough to matter, but in things like tax code, it's enough to make corporations seek to incorporate in places far, far away from their actual headquarters.
I find the practice to be expedient but inefficient. If the borders of the various jurisdictions aren't absolutely clear (and they never are) how does one know which set of laws a particular enterprise will be judged by? Uncertainty in law is never a good thing.
