Well, if there's a mandated solid barrier between the bar and the restaurant, I can go to Utah, sit in the bar to eat, and know that I will not be sitting next to someone's child who thinks that it's okay to throw food, use my hair as a napkin, or scream piercingly while his mother looks on with indifference or approval. (I do not mind quiet well behaved children, and will tolerate badly behaved ones when it is clear that the parent is Doing All They Can In A Crisis. I've been there myself.)
It's actually a wall to hide the area where the bar tender mixes the drinks and where the drinks are located. So, it basically hides the behind-the-counters area where the bar tender is.
i met a lady yesterday whose daughter was up at utah state, a senior, in the aerospace engineering program, who just barely lost her scholarship because of probation and barely being under the GPA req. it made me think of your life story!
