As for the WPAFW, we don't have a "dealers room" per se, but if we know a month or two in advance, we can find a spot for you to set your chair up and offer up your talents to those who are willing.
If you're at least trained, I don't see the harm in it. You're responsible for dealing with your own bookkeeping though. It's the same thing we tell the artist's who attend.

For bookkeeping, there isn't a problem. They've made us take a few classes about good record keeping, and my mother is a bookkeeper, so I've picked up a few things.
While I take my boards in August, and so I won't know if I've got my NY State License until September, Penn. doesn't require a license at this point, so I could go down there right now and set up, so there is no problems there. So, I should be able to let you know at least a month ahead of time.
