Mine is a 3.1 mpx Kodak Easyshare DX6340 with 16mb of internal memory...it works fucking beautifully, if you ask me. *shrugs* I paid just under $200 for it off of eBay. But it does take video/sound and has flash on it, and isn't the best for low-light photography, so...

Honestly, Sony digicams are going to be your best bet for low-light shit. The output quality is insane, but I'm not sure how much they run. Look on eBay...if you can get one refurbished, they're usually pretty inexpensive, and I've had absolutely no problems with mine (also refurbished) since I bought it last year.

Erie's got a fucking SWEET Sony digital camera that he uses for all the LUXT shit, but when he was showing me all the features on it he neglected to mention like, which model it was or anything. *shakefist* DAMN YOU, BIG MAN.

Get a Canon Elf. Run anywhere from 150 to about 500 depending on what kinda extras you get, but all of them these days are at least 4.5 megapixels. Try Fry's or Best Buy.
