*hugs* If he sucks but keeps trying, you can say his persistence is a good thing (because damned he needs it!). If he doesn't get frustrated when he has to redo something because he f*cked it up/did it the wrong way, you can say he has a good attitude about that.
There's always the generic "so-and-so is a capable member of the team". Or throw in the good old "potential" line as in "He has potential and has made progress this year." Doesn't have to be a LOT of progress, mind you. :)
