Ah, they come out with bright ideas like this every now and again. The small problem is that )and I think they put this on one of the interviews) it's no more possible for your ISP to inspect every packet of data going across it than it is for the Post Office to open every letter they get and read it. It's another case of the government coming out with a useless - and unworkable - idea ;)
