Hiya! *waves* You guys requested a tutorial for
this icon. Seeing as I have a lot of time on my hands, I thought it'd be fun to try and make a tutorial.
Yeah, this is my first tutorial, and I suck at explaining things, so ask questions if you're confused and whatnot.
I didn't save the .psd, but I tried to recreate what I did.

I think I got pretty close. Without further ado, on to the tutorial!
Okay. I have no clue where I got the original picture from, but
it's uploaded here. Then I cropped it:
Go to Edit-Transform-Flip Horizantal. I did my usual Auto Levels/Contrast/Color. I also duplicated the base layer and set it to soft light:

At this point I duplicated the base three times. The first layer I desaturated and set it to screen. The next layer I desaturated and set to multiply. It's important that these two layers go between the soft light layer and the base. And the screen layer should go under the multiply layer.
The third layer I set to soft light and put it on top of all the other layers:
I went to Layer-New Fill Layer-Solid Color and filled it with #000235. I set it to exclusion and put the opacity at 55%. I also went to Layer-New Adjustment Layer-Curves. I fiddled around with Curves a little bit, but chances are it won't work with another picture. At this point your icon should look kinda like this:
Next I added another fill layer with #a9ecff. I set this to color burn with the opacity at 33%:
Then I added this texture on soft light:
to make the icon look like this:
That made the icon waaay too dark, so I duplicated the base layer, desaturated it, and brought it up to the top. I set it to screen on 37%.
Next I added this texture:
. I set it on multiply at 30%.
Then I added two more desaturated layers. One I set to soft light at 37%, and the other one to soft light at 100%.
Next I added the word Penelo in Libel Suit at 3pt font. Then I took the eyedropper tool and took a color out of the icon to use as the background for the text. Using the rectangular marquee tool, I drew a square around the text and used the brush tool.
