Of course people come to investigate the explosion. Finding Amon's body and their councilman mangled and half-drowned, they connect the dots and assume he must have been the one to kill Amon.
A hero. Republic City's savior, just like he wanted.
Tarrlok is brought back for intensive healing, showered with praises, treated like a martyr for "sacrificing his bending" and risking his life to stop Amon from escaping.
I just want to see how he deals with this.

It had soon become apparent that no one was following them. Regardless, Noatak seemed intent on putting as much distance between Republic City and themselves as possible. He stood tall at the helm, evidently enjoying the ocean spray and the wind whipping through his hair.
The two of us together again. There's nothing we can't do! He sounded happy for a man who had just lost a revolution. But that was Noatak, unfailingly confident. He'd marched off into a snowstorm as a teenager with nothing but the clothes on his back. Starting anew was no great calamity to him.
Yes, Noatak. Listlessly watching his brother from the back seat, Tarrlok had a fleeting memory of their father standing on a rise in the desolate arctic tundra, watching with unspeakable relish as his sons one after the other forced helpless animals into submission.
Noatak. I'd almost forgotten the sound of my own name. It was the same voice that said, I am the solution before forcing Tarrlok to the floor. The same man who had raised a revolution, held benders ( ... )
