Are you sure that's the case? Because I don't think it's ever mentioned in the books? I personally assumed that the very earliest they could know about a muggleborn was the first instance of accidental magic; and it's even possible that it all goes unnoticed until much later.

Well, I suppose they could delay it until the accidental magic shows itself. Some form of education is still needed.

I meant that the *wizarding world* might not know about muggleborns until the first show of accidental magic, or even until the Hogwarts letters are created.

That's a reasonable assumption, but of course, we don't know. I agree with the OP that if they do know about young wizards and witches at some early point their life, a service like this would be useful.

Just out of curiosity, is this a criticism of JKR herself, and the way she's wrote this situation, or a criticism of the society itself? I always took it as another sign of the wizarding society's self-induced ignorance of the muggle world, writing-wise.

The society itself, though in the not-sure-it's-deliberate way. I mean, if I wanted to read about a government run by paranoid morons, why would I turn to fiction?
