How and when do we plan to act regarding the current crisis? It's clear to all, I think, that this is not going to simply blow over. The people need to hear some sort of voice to reassure them that action is being taken - every day of uncertainty that passes makes things worse

I believe Saul-kun wishes to cause chaos and bloodshed. The best course of action would be to not rise to his provocations while strengthening bonds amongst ourselves. However, I also believe that Saul-kun is not the only driving force behind this.

I don't know much about that man, but I'm afraid I know a little about people at large. Mr. Urahara, frightened people aren't smart people. If he speaks and no one responds, his words are what people will remember.

The man is, I think, largely what he appears to be, a powerful, blood-thirsty fighter who loves causing chaos, challenging those he sees as worthy of challenge and getting revenge when he feels it is owed him. Thankfully, he is not of the type to hide it, so the majority of the people here know what he is like and are wary of him.

Unfortunately, that doesn't stop his words making an impact, in the sense that people do not feel safe. I'll tell you the truth, Mr. Urahara, I don't believe that anyone causes chaos for chaos' own sake. Even the worst of instigators wants something.

Samaren, the elder Uchiha, Envy, Azen - these are the names we have, but I'm under the impression that people think there's yet someone else.
