Its an on board nic?
I would definitely try a different NIC.
I would also try booting an ubuntu live CD and see if it works under a different environment. I had an issue years ago with an onboard NIC and WinXP drivers. The manufacturer wouldn't update the drivers and one of the service packs caused a conflict.

Did you reboot the router? I often forget that step when smoke is coming out of my ears.

Power cycled router in the 1st go-round of the break-fix. The other pc was connecting just fine, so I think it is ok.

Frys will happen tonight, a NIC will be found, and after 5 min of screwdriver work, all will be right with my PC.

I found something funny on XP.

The loopback ping is broken. It just fakes pinging itself.

Isn't that shit stupid?
