Step 1
Crop your screencap, a close-crop works best to retain detail. Then lighten the image using a curves layer (layer -> new adjustment layer -> curves) I used the following settings:
RGB: (11,0), (90,171), (255, 255)

Step 2
So as you can see the screencap I've used is pretty low quality and very grainy. So I then used Topaz Clean with the following settings:
Cartoon- Clean: 1, 0.53, 4
Then using a small smudge tool, smudge the image to tidy up any leftover topaz artefacts (those little squiggly lines it leaves on the cheek) and graininess.

Step 3
Using a bright red (I used #c42a04) paint over the background. Then on a separate layer paint over the side of the character with a soft brush using the same colour. Set it to overlay 100%. Then duplicate the layer and set it to hard light 23%.

Step 4
The red of her hair is quite blue toned so in a new layer, take the red brush and paint over the hair, set it to hue 100%, then duplicate that layer, set it colour 33%. Then add a curves layer to redden up the remainder which should look like this:

Step 5
On a new layer use a small brush with the red colour paint over the mid-tones in her hair, and smudge them out to soften then, lower the opacity to 80%. Then on another new layer use a small white brush paint over the highlights in the image. Over the cheek and hair smudge the colour. Lower opacity to 65%.

On a new layer, paint over the shadows with a soft brush in black, set to softlight 100%. Then paint over the shadows and mid-tones to softlight 20%. Paint over the lighter areas, then blur the layer and set to softlight.

Step 7
Fill a new layer with the bright red and set it to softlight 15%. Then on a new layer paint over the background and face with a orange/yellow colour (I used #ffc30d), then set it to softlight 15%.
Step 8
Add a vibrance layer (layer -> new adjustment layer -> vibrance)
Vibrance: +5
Saturation: -15
Then add a black and white gradient map and set to softlight 55%

Sharpen the icon (I duplicate all layers, merge them, then sharpen and lower opacity to ~25%). Then add your text, I used
Mustang (I'm struggling to find the link I download this from, sorry!) for 'lady' and my usual font
Orator for 'in' and 'red'.
Done!
