Fran actually likes Speed a fair bit. You can tell because he's indulgent, actually; he plays along with Speed's conversational insanity and takes his demands for entertainment in stride. He doesn't really TRUST him, but he likes him for his own sake, and not just because he's one of Sophie's favorite people.

Clark is one of Francescu's best friends, tied or a little above Tsuzuki. It's pretty much that simple. They can cheer each other up times of Vast Emo excepted and Fran's first instinct is to help Clark out however he can. They balance each other pretty well, even when the neon sign has to come out. Fran needs to learn that Lex is back.
Francescu likes Kon, possibly against his better judgement. He's got some growing up to do, sure, but he's a decent guy all in all, and they've fought together a few times. It helps that Fran doesn't see any of his real childishness, mind. XD
Minagawa is a friend, and Francescu holds great respect for his skill in sorcery and cooking both. He enjoys their conversations, and helps out when he can. He considers the Mess Hall Minagawa's territory, so he's careful to respect it and pitches in to defend it when necessary.
Tiny doesn't get much of an opinion from Fran; he knows Sophie is fond of him and that Tiny is a fighter but hasn't ever really...clicked with him that much. They ( ... )

If it were any other effect than compulsive honesty, Fran would've shrugged the potion off. As it is, he felt pretty violated; there were, in fact, a couple of people who took advantage of the effect (Speed and Kieran), and while it turned out well enough in the end, he's invested in his personal privacy, and Watari stripped that away from him in front of everyone who happened to pass by. And Watari didn't seem to understand that at all -- not that Fran was interested in explaining it, or talking to anyone at all, really.
But it's been a while, and rational thought does tend to prevail with Fran except in certain special cases, and he realizes that Watari didn't intend to do what he did. So he isn't actually holding a grudge, as long as Watari doesn't do THAT SPECIFIC THING again. Fran is therefore a little warier of Watari, but not actually changed in any other way.

You're right in that Watari didn't understand how much of a violation it was for Francescu. He tends to view reactions to his potions as highly interesting (but always a little disappointing) and doesn't think about the negative personal impact unless he's hit over the head with it. He realized that Fran was unhappy with him...but didn't go deeper.
But yes, Fran is still a friend of a friend. Watari likes him and thinks he's interesting, and is slightly more likely to pay attention to what's going on with him, because Fran is important to people like Tsuzuki and Hisoka. It doesn't really go beyond that, though.
