Is this a one-cent increase, or more?

Yes, a one-cent increase from today's postage.

As an effect of Postal reform legislation passed early last year, we can expect smaller annual increases rather than big jumps every three or four years. The new rates will go into effect in May of each year and are tied to increases in the Comsumer Price Index. By law, the average increase must be no greater than the CPI increase. Both last year's and this year's increase went/go into effect the Monday after Mother's Day, and that is likely to continue in future years.
