Written for PSPX, but should translate to earlier versions.
Today, we are going from

1. Our base is a pretty picture of... lillies, I believe, from
Veer. Pretty flowers, aren't they~?
2. Make a brand new layer and fill it with a dark blue color, like #041a56 [

]. Set this layer to, guess what, Exclusion, 100%.
3. Now, duplicate your base, bring it to top, and desaturate. [If you don't know how to do it, go to Adjust -> Hue and Saturation -> Hue/Saturation/Lightness, and set it to Saturation -100, Lightness 0.] Set this layer to Overlay, 80%.
4. Make a new layer. Fill it with a semi-dark purple, like #5d427a [

]. Set this layer to Soft Light, 100%.
5. A new layer of awesome. Fill it with a light blue, like #bfe5f1 [

] and set it to Burn, 100%.
6. Duplicate the desaturated layer from step three, bring it to top and lower the opacity to 50%.
7. Make a new layer. Fill it with a muted, semi-dark pink, like #aa78a1 [

]. Set the layer to Soft Light, 100%.
8. Copy the exclusion layer from step two and make sure it's still at 100%.
9. Once again, copy your desaturated layer, bring it to top, and set it to Overlay, 80%.
10. The icon is pretty much finished. However, I decided I want a border. So I've made two new layers. I filled the first with #c0c0c0 [

], went to the Selections menu and chose Select All. Now, I went to Selections -> Modify -> Select selection borders. I chose Inside, four pixels width. I also uncheked the Anti-alias ticky box. Click okay, you should see a selection. Go to Selections and hit Invert. Now delete what is selected.
The next layed was filled with pure white [#ffffff], and I did everything from the previous step again. However, I changed the width to three pixels.
And ta-dah! Icon is done.
