It's my first tutorial, so... Well... No promises.
PSPX. But translateable, I think.

We'll be going from
to

This is our base. I've already prepared it and stuff, so don't worry 'bout cropping.

Now, make a new layer and fill it with white [if you have trouble finding it, white is #ffffff]. Set this layer to Color [Legacy] at 100%.

The icon should look like that now:

Now, use this gradient [by crumblingwalls]
as a new layer and duplicate it. Set them both to Soft Light at 100% opacity.

It looks that way now:

But we're not done yet. Nonono. Use this texture [by lookslikerain, I believe]
and set it to Multiply at 65% opacity. Duplicate it, and set the duplicate to Overlay at 100% opacity.

It looks that way now:

Still not done! Now, use this texture [by iconistas]
and set it to Burn at 100% opacity.

Looks this way now:

No much diffrence, but it's darker now. Not that it matters, anyway.

Now, use this texture [by lookslikerain again]
and set it to Screen, 100% opacity.

Our standard "looks-this-way":

Now, we add this texture [by lookslikerain again, I think]
and we set it to Overlay at 100%.

It's orange now!

We're STILL not done. I hope you haven't merged the layers yet, because the next step requires a base. Duplicate it, bring it to top and go to Adjust -> Blur -> Blur More. Set this layer to Soft Light at 100% Opacity, again.

Standard icon-view:

Now, use this brush [by colortone
in #ecbb24 around the top right corner. If you want to make it more visible, put it there two times ON THE SAME PLACE.
So, now it looks like this:

Now, crop this thing to a 96x96 [pixels!] square. Then, go to Image -> Add borders and give the image symmetric 1px wide borders in white [#ffffff. Then do the same thing, but with the same orange we used for the brush [#ecbb24].

WE'RE DONE WITH THE ICON!!!
The final product:

OPTIONAL STEP:
After you add borders, make a new raster layer and fill it with a dark blue [I used #1c155f] and set this layer to Exclusion at 75% opacity.
THE REALLY FINAL PRODUCT:
