Given that they are identichipped which is normally a sign of responsible ownership, have you considered that the problems may result from a previous owner rather than the one who chipped them?
Do you know that for sure? Maybe someone died? Cats are notorious for scamming food of other people too.

There are bad pet owners in this world, but there should be sufficient evidence of that fact before jumping to what _may_ be invalid conclusions.
Not to say that there isn't that evidence, but you should be able to get their chips checked without returning them to the owners if you do have it. I'm sure the RSPCA would do this.
Excellent! There's a forum on ETS where all the info about the Year Zero ARG is collected. I'd avoid any threads but the one titled "Current Summary of Year Zero." There are about 5,000 new members who are positively the most obnoxious forum rats ever and they clog up the good info with silly speculation. But it's a very cool concept Mr. McRezmo has developed and watching it unfold is really intriguing.
