They have taken the question down, though obviously they aren't going to delete everyone's answers in their own journals. After complaints were lodged about this question, for just the reasons you mention, the LJ team responded that they would remove the offending question from the bank.

Various people in dot_gimp_snark were upset about it and brought it up, which is how I know the progression of what happened.
