The idea has merit, certainly. But there are some issues... namely, Bowser isn't the chief of police. He's more along the lines of a mercenary. Parrotmon is the chief of police.
That said, the plan has its good points, but it ignores Ravemon's forces spread throughout the digital world, and also leaves the Royal Base somewhat vulnerable. However, I do think we can incorporate some aspects of this plan... this is good initiative, Lori.
I'm ballparking that as few as three people - with partners - would be enough, particularly if Ravemon's forces aim for sites within Tetha... As little as a tip could break the power balance of any such fight in our favor. Quick lightpost-to-lightpost motion to keep them off-guard...
