I understand the citizens who are cursed, the the sudden new police squad is the problem. Despite the City being generally relaxed about such things, some places in the world have to deal with such corruption everyday.

In a sense, yeah. Our world is corrupt, so we're working to cleanse it of the things that make it so corrupt. All the fork-tongued politicians, the tax collectors, drivers who don't watch out for pedestrian traffic.......
