As we discussed, I've gone through the notes that Starfleet has provided, and identified a couple of individuals that I suspect might benefit from a talk, at the very least. I've attached the patients' files to this message. Would it be possible for you arrange for me to have access to their medical files, as well?
I'm happy to contact them myself and see if they're willing to set up an appointment. However, being approached by a complete stranger and offered a psychiatric evaluation out of the blue may not be the best way to gain the patients' trust. If you believe that either or both of them might be more open to you or someone else suggesting that they talk to me, I'd very much appreciate it. Otherwise, as I said, I'm perfectly willing to get in touch with them myself. Please let me know.

Please forgive me for introducing myself via PADD message this way, but it seemed like the most efficient way to get in contact with you both. My name is Helen Noel, and I'm a psychiatrist sent by Starfleet to assist some of the persons that have arrived unexpectedly on this ship. I understand that Dr. McCoy has already contacted you regarding my arrival, and the help I may be able to provide to your friend Mr. Kelley.
I'd like to meet with him as soon as possible, but I'd much prefer it if he was given the option and agreed to talk to me first, rather than being forced into anything. Dr. McCoy and I are agreed that the two of you might be in the best position to convince him that seeing a psychiatrist is what he needs right now, if you're willing to bring the subject up with him.
I am more than happy to answer any questions you or Mr. Kelley may have.
I do sympathize with your friend; rest assured that I will do all that I can to help him.
