Sounds rather like the Italian game Scopa. Played with a forty card deck, you took things much as you described--matching cards, or cards that added up to your card. But if you had a matching card, you couldn't opt for cards that added up. If you couldn't take anything, then you had to put something down.
Points counted as 1 for most cards, one for most suns (suns are a suit in Italian decks), one for most 7s, one for the 7 of suns, plus a point for every time you'd cleared the table.

It is true that I've played a lot of card games in my life and the only time I have encountered this one is when you taught it to me.
