Ok, I was bored, so you now get to suffer with a tutorial :p

Ok, so first I start out by grabbing an image (this one I got from
Kirsten Candy), and cropping it down to 100 x 100.
Next I duplicate the original image, and set it to screen, at about 72% or so. Then Image>Adjustments>varations. I make sure the ticker is in the middle of fine and course, and add more blue twice. I do this so the image isn't so yellow, depending on your image this may change. Note: If you use a program that isn't photoshop, using a color balance (not an adjustment layer just right on the layer) to add more blue or whatever color you need works just fine too!
Create a new layer. Fill it with #050231, Exclusion at 64%.
Create another new layer. Fill with #70BBDE, Softlight 71%
Another new layer. Fill it with #AFFEFF, Colorburn 100%
Now go down to your second layer (the one we added blue to), duplicate it and bring it to the top of all the layers. Keep it at the same opacity it was at before but set the layer to Multiply
Next we will add a curves layer (layers>new adjustment layer>curves), it won't be too painful. (

First Point: 214 252
Second Point: 118 144
Third Point: 21 2
Finally we need to make a new hue/saturation adjustment layer (layer> new adjustment layer>Hue/Saturation. Up the Saturation to around 26, or whatever works for your image. And that's it! You're done!
