Why is the barman of the Hog’s Head vaguely familiar to Harry? Is he Dumbledore’s brother?

It does say in the book that Dumbledore is not sure which horcrux might be in the cave, or even that there is one there for sure, but that he feels there is enough of a chance of there being a horcrux there that Dumbledore is going to go find out. (US edition on page 547)
I just assumed the scene was there to give us a hint to look back at artifacts in OotP, and speculate on whether the locket will be back at the house or if Dung stole it.
But why did Dung talk to Dumbledore's brother? There was no real reason to include this, unless... (I know, maybe all this speculation has gone to my head :))
I like this theory, and if it is true, I think it's possible that as suggested elsewhere (I certainly can't take credit for it), the potion was perhaps a Horcrux itself...
The potion a Horcrux? This is new (for me, anyway :))!
But find it kind of hard to believe that Voldemort put two of his Horcruxes in the same place, it's a bit risky, isn't it? Or do you think the original locket wasn't one?
I think the potion theory would only work if the original locket wasn't one. I think the idea of Dd drinking a piece of Voldy's soul is chilling and would be unexpected...

But it's still possible that Dumbledore knew about the locket his brother saw. No idea what that tells us though :)...
