[Kotetsu can be seen, sitting at what looks like a coffee table. He’s without a shirt, and bandages are wrapped here and there obscuring defined, tanned muscles along his chest and arms. His normally well kempt hair is disheveled.
He appears to have just woken up from a long, forced nap.
Damn this place. He lifts a small object from the table.

He tries to contain smirk at Kotetsu's sadness.]
Ah, so Barnaby has left this place? How disappointing. I was hoping to meet and talk to him.
Oh well. It was for the best, I suppose. Better for you to be stuck here than him, hmm?

He was really busy with working before he left. I never got to see him much, either.
[At least he knows that the other man has nothing to do with Barnaby's disappearance now.]
But he wanted to go home, so I'm happy for him.

[He chuckles.]
Do you work here as well, Mr. Wild Tiger? Or are you unemployed?
He wanted to leave here? I don't blame him. I want to leave this city too. Who knows what is happening to Hero TV in my absence.

But he stifles it as quick as it came with a shake of his head.] I only know how to be a Hero, I don't know what kind of job to get.
[That much is true. He wouldn't last long as a cop with his destructive tendencies.]
Miss Agnes is probably handling things okay...

But, despite all of this, Yuri still feels some sort of compassion toward the man... and he's not sure why. Perhaps it's because he tries so hard to be a good person.
With a sigh, Yuri decides to respond to the old man (maybe offer some encouragement, chastisement if he is drunk, etc.)]
I'm sure your fellow Hero would be thankful, not only for the birthday gift, but that you are also finally awake.

[He turns his head to squint outside. Is it even morning? It's pretty dark out, what with the snow.]
I don't think he liked his surprise last year, but I put a lot of thought into this one.

[It's...PRETTY OBVIOUSLY not her business, but...Shirley can't help but be curious anyway. It's gotten her into trouble, in the past, but it doesn't seem to be stopping her here.]

I'm all right, Miss. I just wanted to give him his present before he left.
[He pauses.] I really think he would've liked this one!

[She frowns. She assumes he means he "woke up" or went back to his own world...but she hasn't really been here long enough to realize that this is a normal thing.]
What...what was it, if you don't mind me asking?

[That brightens him up a bit, and his frown turns into a fond sort of smile when he next speaks.
He's talking about someone he cares about, and that's enough to cheer him up.]
It's a toy robot. He had one back home that his parents gave him, and it was very special to him. He didn't have one here, so I thought he'd like one for his birthday.

...He's gone? Mr. Poofy Hair is gone?
B-But he can't be gone! He never got to hear my lecture about the great nation of Sealand nor received his baron of Sealand title!

[Sob. How depressed he is just reflects all over his voice and expression, but he can't help but lift a brow at the boy.]
B-baron of Sealand?
Reply
Sealand looks really sad. Even though he has been here a while, it still makes him sad when someone he knows goes back home.]
So another friend gone then...
[He nods. He gives Kotetsu the short version.]
He came to my 44th birthday party and so I wanted to make him a baron of my country.

F-fourty-four?! And you own a country...?
[This is completely impossible, so he thinks it's some kind of game. Like roleplaying! Maybe Peter is pretending to be a mayor from his home, or something?
That's kind of strange for a boy to pick someone like that to pretend to be, but he plays along.]
That's really cool! I'm sure he would've loved that.
