Arthas has long been one of the most violent and dangerous inmates on the Barge. He used to keep a tally of the wardens he'd killed. [And Narvin had been one of them. A board of judges. Six in total, three sit in judgement on any one case on a rotating basis and if one or more of the judges who is scheduled to sit feels that their impartiality is compromised, they step down and let one of the other three take their place. It wouldn't be a perfect solution, but it would be better than the free-for-all of votes of the biased and un-apathetic.

[He doesn't think there's any way to get enough wardens to go along with it to ever make it happen...but Bruce did ask.]

Well, I certainly don't want the vote to be left up for us. It wasn't but a few months ago that a good hunk of the warden population was subjected to mind-control. And there's always the very good chance that someone could set up a warden they didn't like on false accusations because evidence is so easy to manufacture.

So I just flat out don't trust a vote anymore and I wasn't keen on them in the first place. Tirion should have the right to petition the Admiral. He's the one that's been undermined.
