Yeah, that matches my thinking as well (though I'm thought "organisation" rather than "concentration"), and the quality of those of the "sad puppy slate" works I've read makes me think it will self-implode by itself unless it's forced out bringing lots of other people with it.
Personally, I'd much rather have seen a concentrated effort to get authors like David Weber or Dave Drake onto the ballot - they've been hugely successful authors of sf for a long time, but have never been close to the Hugos or Nebulas as far as I can tell.
I'm puzzled by a lot of the histrionics. This is a bump in the road, not a bend. The very detailed voting numbers will be published in due course and we'll have a pretty clear idea of what actually did happen, and the Worldcon Business Meeting people will deal with the newly discovered/invented/exploited loopholes. Which is not to say that it's not a Bad Year. I expect unprecedented judicious use of No Award. (Certainly including by myself!) But it will never happen again in this way.
Still, I also think it would be a good year for lots of people who don't ordinary buy supporting memberships when they aren't planning to attend...to make an exception, and pony up, and vote. Particularly in Best Novelette.
Thank you for this reassurance. I don't really understand the process, and frankly I've lost interest in the whole thing, but obviously there are certain people I wouldn't want to win an award.
