Can Ikki feel your character's Cosmos? Vexen, Lexaeus and Xigbar are sort of half-existent (thanks to being Nobodies); the others have no idea what it is and thus have no idea that it can be hidden. How much can Ikki feel out of your character's Cosmos? The Nobodies can't feel emotion, so he won't find any in theirs. They're also antagonists, but a sort of greyish antagonist - canon mentions they've been turned away by the Light and and Dark which more or less leaves them as 'Twilight' by their own canon's terminology. That being said, they're kind of horrible beings in general

Can Ikki feel your character's Cosmos? Sure, no problem.
How much can Ikki feel out of your character's Cosmos? Jay has a rather bratty and cynical nature, and Ikki might also sense his lonely nature.
Can Ikki's Cosmos affect your character? It might? Jay's a ninja, so he can sense people hiding or invisible nearby, but I can't tell if it's purely the physical changes in the surrounding environment, or if he's sensing their energy as well. It could be both?
I'm not familiar with how ninjas are in the Tales world but I would say that the sensitive would be more of in the physical realm. So he wouldn't be able to feel it unless Ikki really goes wild with it, but as in really, really wild, the kind of "it's victory or death" thing.
Magic users as also a confusing point but as I said to Rydia's and Terra's mun I consider that magic as not being the same as Cosmos, thus he won't be able to feel it or be affected by it.
Can Ikki feel your character's Cosmos? Probably as long as Watanuki isn't behind a ward or barrier he's made. It's nothing huge but there's some spiritual energy in him that draws spirits to him so Ikki can possibly sense that same energy.
How much can Ikki feel out of your character's Cosmos? He can probably feel his emotional fluctuations if he's so inclined. I'm not sure if he would notice that Watanuki's internal time has been frozen since he's technically still human.
Can Ikki's Cosmo affect your character? Definite yes, Watanuki is sensitive to negative energy/emotions. But he'd probably be able to tell that there's no evil in Ikki even if he's affected by the ball of rage.
Watanuki's internal time doesn't seem to me as something capable of being picked up by feeling his Cosmos. At least not with Ikki, there are others from his canon who could notice it but, yeah, not Ikki.

Same. Sokka and Lilly would ping as being good, justice-seeking people (although they've both killed in battle, so hardly innocent). Goroh sits in the middle of the moral event horizon, occupying somewhere along the lines of "total jerkass".
Aku doesn't qualify as your normal being (his origins are that of a cosmic horror without shape). But if you want to be able to sense his evil juju, go ahead?

She's a normal human, except for psychic abilities.
How much can Ikki feel out of your character's Cosmos? For the most part. She's not entirely evil, but she won't come off as innocent. She's just cold and apathetic to life. Her

Can Ikki feel your character's Cosmos? Yes for both.
How much can Ikki feel out of your character's Cosmos? Uhh... for Nu, probably not much at all unless he catches her while she's having one of her yandere moments or something. Most of the time, she's fairly emotionless thanks to her Murakumo mode. Intentions-wise... definitely on the evil side, considering her goal is to destroy everything. One character in her canon comments that she "must be the final boss, the most evil one of them all" before she even does anything if that's any indication :|
Alex... hm. Reading emotions is fine for him. In terms of intentions, though... well. As nice as he may be, that's mostly an act - in actuality, he's a manipulative bastard who's after the power of Alchemy. But he's not evil per se so much as he just wants to become powerful (though he does try to jump right past the moral event horizon when he does and proceeds to crash and burn, but details, details). Make of that what you will, I guess.

Can Ikki feel your character's Cosmos? Again, it's fine with me.
How much can Ikki feel out of your character's Cosmos? Saleh is very solemn and kind, so his Cosmos would be the pure and soft type.
Can Ikki's Cosmos affect your character? Again, I'm not sure. Saleh's a sage, but he's purely human, having learned his magic from studying it.
