So what makes it special?

Something between it having no living life on the surface despite a hospitable atmosphere and it being hollow with a complex system which you could debate between calling a ruin and a military complex inside of it.

So pretty much like an abandoned planet?

Halloween Town wasn't weird, it was just... kinda freaky.

A gathering of such a variety of people is bound to produce strange results, but I've never run into a civilization that are willing to dump such chaos upon other people. War, I could understand, but I find these to be terribly strange for experiments.

Considering the nature of some of the experiments, it is hard to figure out what they're trying to get at. But I can kinda see where they're coming from. I've seen whole new species come from the result of experiments... well, a species that resulted in a lot of chaos for several different worlds, but hey.
