The same Russians that denied there was radiation leakage coming from their country after the Chernobyl accident? Those Russians.
I have done a lot of searching and it seems that similar things have been seen in other countries and that this is probably some sort of projection as the image is being reflected from the clouds. Even so it does look like a wormhole opening in a cheesy scifi made for tv movie.

I'll be traveling Sunday, so it'll come in handy. I'll use it to help me decide whether I should spring for the train, due to sloppy roads or to take the bus because the roads would be merely be wet...or even dry if the weather turns out to be quiet.
