Correct. Latitude isn't that much of an issue. Syracuse is roughly 2 degrees north of Yorktown and here at ESF all the buildings are lined with PV cells. It is the angle you need to capture, and most PV panels have motors that track the path of the sun for optimum angles throughout the day.
The reason why solar can seem like a financial bust is because its a long term investment. You won't see savings right away. If you are building your house that you intend to live in for a number of years, it is a damn smart investment however. My father says he regrets not putting them on our roof when they first build the house; by now we would have been saving money.
