The other day, I was playing at lunchtime when out of the corner of my eye I noticed a man standing near me in blue. In Portland, even the police have to wait for street musicians to finish a number before interrupting. He asked me if I had a permit to which I asked where one might apply for such permit. I think so, but how does one tell? Are there report sheets for citizens bothered by rent-a-cops or are you talking about a print-out of the agreement the city, businesses and Musician's Guild have? The big uproar seems to be that even if statistics are being collected, they are not public information such as racial and gender discrimination.

I've been warned against playing in parks and stations. The Trimet station might be 'private' property. Even the fire hydrants, benches and trees are owned by someone.

when I was broke at Christmas I considered caroling (not door to door, standing on the street) for money and went to city hall to ask for a permit and was told it was completely out of the question.
