True to my mother's predictions, the storm none of us were even talking about when it first entered the Gulf really did turn out to be the one that hit us hard. It seems like this storm really came out of nowhere, but it will be a while before any of us forget it now. The problem with the levee system of New Orleans and the surrounding areas is not necessarily funds from the national government, our local government is the one who was primarily behind funding of said development, but rather the fact that Levee systems take years to build ( ... )

My understanding is that the source of funding for levee development and maintenance actually does come from the feds, rather than the state. After all, it was Congress that set up the Southeast Louisiana Urban Flood Control Project about 10 years ago. Since then, it's been the Army Corps of Engineers that's been responsible for carrying that task force out. Since then, I think they've spent something to the tune of $430 million, only about $50 million of which came from the state ( ... )

The Mississippi delta has produced so many writers because there's a certain tolerance for eccentricity there. When you combine this with a social code dictating absolute regard for public image and family with an escape outlet via tolerance for eccentricity (which exists all throughout the South, but here to a greater extent as I noticed above), it basically means that everyone weird either leaves or starts doing art. That, and the whole area has a really tragic history that provides a fertile ground for writing and music. That's why the blues got started there, too.
