Actually, it is coated with a special coating, so that they can get your fingerprints when they pick it up.... ;-)

I have never gotten the This Page Intentionally Left Blank thing at all.

Must be somebody from the paper industry trying to get us to waste even more paper in this paperless society the internet has brought to us.

Maybe it's a privacy thing. Some other people might have received a more embarrassing message like "Your trash contains unacceptable levels of biological waste. To avoid an interruption in service, please dispose of such material in a different manner.". To keep those people from being identifiable, everyone gets a letter.

Though, it's easier to blame it all on lazy programmers. :p
