No Refund

UCSD doesn't want to refund the money I spent on the application. San Jose State doesn't want to refund the money I spent on the application. I suppose I have to pay for it since clearly I'm the most responsible for the mistake and most able to pay.

You should continue to harass them until you get your money. Bureaucracies are like that.

I agree with Alexei, but I can completely understand if you don't have the patience/energy/hate bugging people (I know I would be). But if you can stomach it, you clearly have every right to--they are being assholes, particularly UCSD, and you DESERVE your money back.
