I will be utterly shocked if some "national emergency" doesn't arise next year, to either prevent the elections from being held, or to prevent the inauguaration of the new president.
This is no different than the powers granted to the treasury over the last 70 years to suspend the accounts of other groups involved in (or plotting against) the US. It was done in WW2, with fronts and companies involved in Japan and Germany, it was done with the "Red Scare" it is routinely done with companies that are found to be involved in and funding drug lords and such in foreign countries.
All this does is specifically add Al-Quaeda and Iraqi interests to the already long list of people this "can be done to" without requiring a special investigation into the groups first.
Nothing to see her, move along.
It only closes some loopholes folks were using to funnel money into terrorist/revolutionary groups working against us in Iraq. (Those working against us in Afghanistan had already been listed previously).
