So while writing a proposal for a research paper, I rekindled my hatred for writing citations and bibliographies.  Let's just say, it's not really clearcut what to do when you are citing a public law document ratified by congress that started as a house report and was authored by a subcommittee...get my drift?  I then started looking online for
