WTF happened here?

That's what I thought when I arrived home tonight. The gate to the side yard was open and our ~7 foot tall fence looked like a tree had fallen on it. Only, there is no tree. It had been bent down so the top part of one section was about 18" from the ground with a kink in the tubing. The chain link part was creased about a foot from the ground,

Crazy! I'm interested to know what happens in a situation like this--who pays for it and whatnot.

Amy was told to call the city attorney's office and they are sending out some kind of claim form. We don't know much more than that.

I listen to the police scanner on the internet sometimes at work. It would have been pretty funny if I'd have been listening while they were chasing someone through my yard.
