I can't say for sure, but it looks like a parking thing. Like, you'd drive up onto this and park a vehicle. Maybe a truck, to unload things from the back? Maybe something else used to be around here, and now it's all overgrown, or there's something behind where the photographer is standing?

It is an analog of a pit stop if I am correct in English, to change the oil and repair something under the bottom of a car.

It is can be observed as a parking lot but it had been difficult for everyday parking, I think...
