The cheapest housing on campus is probably Mirrelees, since you don't have to buy a meal plan. I've stayed in SRC and in Mirrelees over two summers and it's pretty dead. Most people are gone all the time because they're either working their full-time jobs or doing their research, which is like a full-time job.
Last I checked, you can apply for summer housing on Axess. You should be able to choose if you get a meal plan or not. When I stayed in SRC in Manz, it was about $5K for the whole quarter, including a meal plan.
A sublet nearby might be cheaper, but if it's not that near, you might have to factor in transportation costs, and you'd still have to find your own food. Grad students in EV and Rains are technically not allowed to sublet, but some don't care about that.
