Rao and Ninetails
[ Personality ] :
Ninetails is easily described as crafty. She spends most of her in-game appearance pretending to be the priestess known as Rao. In this aspect, she shows how deceptive she can be as no one save Queen Himiko notices any difference. She acts the kindly, helpful and naïve priestess the entire time, one who seeks to help her Queen while secretly searching for the source of her power. She even manages to convince Amaterasu and Issun that she doesn’t know of their identities as well as lure them to the Sunken Ship in an attempt to be rid of them.
In truth, Ninetails is cruel and rather full of herself. She claims to have taunted Queen Himiko, shattering her barrier like glass before murdering her. She also calls Amaterasu a false god and claims that she wishes the wolf had been there to witness Himiko’s demise. Ninetails is also the one responsible for the illness plaguing Sei-An City-that is, she set Blight on the Emperor to slowly kill the residents of the city.
She’s also very, very careful. She covers her tracks well. Ninetails stashes Rao’s body in a hidden well, she retrieves the prayer slips Rao had once used, she kills Himiko and tries to steal her crystal ball so that it can’t be used against her. This is also why she tricks Amaterasu and Issun to the ship, and why even her own castle is filled to the brim with traps and guards.
She shows extreme reverence toward Yami, speaking of him with great respect. She seems to even speak of him in an almost daydream-like state. She also believes herself invincible (a thought proven wrong) so long as she possesses her Fox Rods.
[ Strengths/Weaknesses ] :
As a kitsune, Ninetails is able to both shapeshift and possess. However, there are limitations to this. On shapeshifting, she can’t erase her own flaws and the transformation isn’t perfect. She cannot ever change her missing eye, which has led her to use her disguise’s hair to hide it. She also has red prayer beads as opposed to blue ones that the true Rao wore. She has also been known to take on a form somewhere in between her true form and her disguise where she will wear a fox mask and the clothing will become much sharper in comparison, while there are tufts of fur coming off of her arms and legs. Possession, meanwhile, can only be done to females. She can also only enter their bodies through their fingernails or their breasts, meaning she needs extremely close contact.
Electric shock and fire weakens her, sometimes even exposing her true self depending on the damage. She has shown skill with a sword, and minor skill with throwing prayer slips around. She also seems rather fond of traps, given all the ones in her fortress.

Ninetails is a kyuubi no kitsune, a nine-tailed fox (as if that wasn’t obvious), and gains increased power from items called Fox Rods.

[All her plans had been undone by one wretched dog. It’s an outrage, really, and she can’t imagine Lord Yami had taken too kindly to her failure to flood Nippon with her influence and demons. It hadn’t helped that her own minions had betrayed her. Tobi, little Tobi, the traitorous scrap… He had led the mutt right to her atop Oni Island. He had paid, of course, when she had noticed. She should have been more careful than that. Alas, what is in the past is in the past.
This isn’t Nippon, anyway. This place is strange and foreign, and she’s so weak here. She must be careful of Amaterasu. Here on a rooftop she’s safe, sure, but she hadn’t yet run into the god. And with no connection to Yami anymore, things are going to be rather complicated. She almost wonders if this bubble is some sort of divine punishment for mocking the gods, just for a moment. But then she laughs, removing the fox mask as she gazes down at the streets below.]
…Perhaps this shall be interesting after all. This place provides many an opportunity that Nippon lacked. Perhaps, this time, I shall indeed slay the mighty Sun.

I had to pretty much add in some actual mythos stuff relating to strengths and weaknesses as it doesn’t explain it outright in the game, but otherwise it would be incredibly one-sided in the strengths section. I really only added info regarding to her shapeshifting and possession abilities. I’m hoping this is okay, as I… Really just wanted some balance to her powers.
