Due to the fact that everyone knows that materia is easily accessable, there is really no point to saying that characters cannot have access to it. There is also no point in saying that the level of materia is one since that's not exactly fair given the mass amount of hit points that all characters have at this point in the game. So, there are rules to the use of materia that all characters are expected to follow in the game.
1) All characters may have access to five materia of their choice. This list must be given to a MOD before we ever actually see it used in the game, as we wish to keep track of who has what.
2) NO Summons!! There are no summon materia in this game, and our reasoning is simple. They are difficult to RP and their power level is questionable in the level of damage that they do. Plus... we don't want people casting Knights of the Round all over the place or what Bahumut take down whole continents (but strangely not kill the boss. >.>). If you want a summon for a particular scene or purpose, we may be convinced into allowing it for that point, but it must be discussed between the MODs and the player.
3) Materia levels for the five that a character has is as follows: 1 Mastered, 2 Level II, 2 Level I. It will be up to the player which materia is what level, and we must be informed about that in the list of materia that I'm given.
4) The casting of all spells both in and out of combat are simple. A player may have their character cast a spell once per post in reply to another player. So, in an IM or comment in responce to an RP post, one spell may be cast. The player casting may NOT determine if the spell hits (cure spells being the exception), especially in combat situations, but rather, the character on the receiving end will determine if their character is hit and with how much damage based on their knowledge of the character's skills.
5) Large spells, specifically Ultima and Flare, take time to cast. The materia for these two I consider rare, so we need a very good reason as to why a character possesses one or both of these spells. We don't want munckins running about just yet. The casting time for these two materia will be considered two posts, meaning, we required another player's post between the beginning of the cast and the end of it.
6 Support materia such as counter, enemy, steal and such don't entirely apply to realistic combat situations. The only one that we will allow is 'Steal' and we're seeing Yuffie being one of the only characters to legitamately ask for such a thing. They can be requested, but we make no guarantee that they will be granted to a player.

This is a game where combat will have to be played up, and this is at the point where we find most God-modding happens. There aren't really any rules as to fighting as all players have different ways of doing things, and all their characters have different weapons. Plus, we will not dictate how a character chooses to fight, but for mature purposes, we will put what we would like to see.
1) An character may throw attacks, but they cannot determine whether or not the attacks thrown hit the other character. The only exception to this is if the opponent is pinned or otherwise considered prone (unable to move or unconscious). The other player determines if their character is hit. This rule stands for both weapon attacks and materia spell attacks
2) No PKing (player-killing). One character may not take the life of another unless this is worked out between the two players and the MOD. There will be no exceptions for this. If PKing occurs, you will be thrown from the game as it is a serious offense.
